The Detroit Regional Partnership (DRP) seeks an Executive Vice President to lead the $52 million BBBRC grant recently awarded by the U.S. Economic Development Administration. This grant provides funding for six unique projects under the banner of the Global Epicenter of Mobility (GEM), all centered on ensuring that the Detroit region retains and expands its global mobility and automotive leadership. The Executive Vice President, also referred to by the EDA as the Regional Economic Competitiveness Officer, is responsible for two distinct functions: 1) serving as the lead coordinator for the overall GEM initiative and 6-associated projects, and 2) leading the GEM Central project, one of the six corecipient projects. Over the four years of this grant funded program and position, the Executive Vice President directly reports to the DRP CEO.


GEM seeks to create a smart, secure, sustainable, and inclusive advanced-mobility industry, starting with the transition to next-generation electric, autonomous, and fully connected vehicles.  Simply put, GEM will support workers, startups, companies, and economic development agencies as they adapt to the new high-tech advanced mobility industry as it rapidly evolves. As the lead coordinator of the GEM initiative, the Executive Vice President is responsible for executing the GEM vision to accelerate economic growth by building on the region’s unrivaled mobility assets. This position will serve as GEM’s central convener, ensuring alignment and coordinated activity across funded project partners, GEM’s advisory councils, mobility industry stakeholders, and GEM’s extensive network of coalition partners.


The GEM Central project is the full-time managing body responsible for enabling the region’s existing mobility ecosystem to become better connected, smarter, more inclusive, and quickly adapt to change. The Executive Vice President/RECO will oversee strategy, administration, DE&I, compliance, communications, and research team members. The GEM Central project was created to establish the necessary connective tissue across the funded projects by creating efficiencies with centralized technical services, internal and external communications, tracking of aggregate metrics, research and data support, and DE&I expertise that will accelerate cluster growth, support transformative job creation, deliver more equitable outcomes, and ultimately position the Detroit region as the Global Epicenter of Mobility.


Position Responsibilities:


Centralized Operations & Administration

  • Establish and stand-up GEM Central’s business operations, including the hiring of up to 6-staff responsible for the development and execution of programs and outcomes.
  • Manage engagement with the board of directors and support the DRP CEO in the development and presentation of all board reports.
  • Oversee GEM Central financial planning and reporting, making recommendations to the CEO and the board of directors.
  • Oversee development and management of contractual services (including RFPs) for GEM Central, and support as needed for program partner contracting.
  • Ensure all activities and associated reporting undertaken by GEM Central are compliant with federal regulations and procurement standards (2CFR200).
  • Develop and execute a shared services plan with the other GEM corecipient projects around centralized branding and communications, DEI support, data and research, industry convening, and grant tracking and reporting – ensuring coordination across corecipient projects, reducing redundancy of resources, and maximizing outcomes.
  • Coordinate and facilitate regular corecipient and GEM partner meetings to effectively inform, engage, connect, and collaborate.
  • Oversee GEM’s Diversity, Equity, and Inclusion (DEI) Work Group and support its chairperson in developing and recommending a comprehensive DEI strategy across corecipient projects.
  • Collect data from corecipients, evaluating the coalition’s progress against stated objectives and metrics.
  • Identify follow on funding strategies and opportunities to support long-term initiative sustainability.


Regional Economic Competitiveness & Innovation

  • Develop and implement a cohesive GEM Central strategy that drives the region’s economic competitiveness in advanced mobility.
  • Serves as the GEM initiative’s central convener and liaison for the advanced mobility industry.
  • Build alignment with mobility industry stakeholders, identifying needs, trends, and opportunities to strengthen our region’s current and future mobility sector.
  • Bring forward data necessary to improve decision making and alignment, leveraging insights from research, industry, corecipients and other stakeholders.
  • Maintain alignment with the Detroit Regional Partnership’s ongoing mobility marketing and business development activities.
  • Serve as the principal liaison to the EDA and other relevant national and federal agencies.


Qualifications and Personal Characteristics

  • A Master’s Degree or equivalent professional experience is required.
  • A minimum of 7-10 years of experience in program development, organizational management, leading complex and high-profile initiatives, and creating strategic partnerships.
  • Extensive knowledge, networks, and experience within the mobility industry is highly preferred.
  • Experience developing and operationalizing strategic plans and visions into tactical implementation.
  • A demonstrated commitment to diversity, equity, and inclusion and experience incorporating the perspectives of multiple communities.
  • Demonstrated ability to build trust and buy-in from a wide array of stakeholders.
  • Experience working on a diverse team with different communication styles.
  • Strong analytical and problem-solving skills with the ability to organize and interpret data, generate insights and anticipate challenges and opportunities.
  • Self-starter with proven organizational skills, ability to manage multiple complex projects simultaneously, and demonstrated competency in timely and high-quality execution in a dynamic, fast-paced environment.
  • Excellent listening and communication skills, including the ability to present and facilitate groups.
